Now although you can be successful with either Fire or Arcane, those each have handicaps you have to work around, If you’re serious about PVP, you had best go frost.
Frost + Improved Counterspell – 20/0/51!
This is it, there aren’t many other good ways to go. This will give you everything you need in the frost tree, including Deep Freeze and the points in the Arcane yield you the ever important “Counterspell”. Here’s the talent breakdown:

Now just having the spec is not enough, here are some tips that will help you out in Arena:
1. Learn and make use of the Shatter Combo! If you don’t know what it is, please see the below video..
2. Use Ice Lance To Destroy Shaman Totems
It’s especially good to use against grounding totems.
3. Soften Your Target Up With Frostbolts & Icelances
If the enemy gets too close, Frost Nova, then either follow up with Frostbolt/Frostbolt or Icelance/Icelance.
4. Make Good Use of Your Water Elemental
Especially for his Crowd Control spell “Freeze”. If you time it right, you can use his freeze to get some nice extended Shatter combos, especially if you have Deep Freeze to add on to the end of it.
